NYCHA Advances Plan to Bring Private Rentals to Public Housing Land

The agency is looking to bring a total of 800 apartments to Boerum Hill, and the Upper East Side

Following up on their plans to bring mixed-income housing to underutilized NYCHA properties, the agency has launched a request for proposals to bring hundreds of apartments to Wyckoff Gardens in Boerum Hill, and the Holmes Tower on the Upper East Side DNAinfo reported.

Working with the city’s Department of Housing Preservation and Development (HPD), NYCHA wants developers "to submit proposals for the design, financing, construction, and operations," of the new residential buildings.

The plans were first unveiled in January this year, and were met with opposition, but NYCHA has decided to go ahead regardless as they say these developments will bring vital affordable housing to underutilized sites, and the funds generated from the development will allow the agency to carry out repair work on its existing buildings.

This effort is part of the agency’s Next Generation NYCHA program, which is looking to develop between 30-40 underutilized sites at NYCHA developments into mixed-income housing, over the next 10 years.

"The NextGen Neighborhoods program enables us to not only create much-needed housing for low-income New Yorkers, but to generate revenue to address NYCHA’s critical repair needs," Shola Olatoye, NYCHA’s CEO said in a statement. "This Request for Proposals reflects the input we received from residents, advocates and other key stakeholders after an extensive and meaningful engagement process that will continue as the development moves forward."

At Wyckoff Gardens, the agency is looking to bring 500 apartments to development sites at the corner of 3rd Avenue and Wyckoff Street, and at the corner of Nevins and Wyckoff Streets. This project will also include 10,000 square feet of commercial space, and the same amount of space for a community facility.

At the Holmes Towers, NYCHA wants a developer to build 300 apartments with a 5,000 square foot community facility. The site is located on 92nd Street between two existing buildings.

Of all the affordable units at these developments, about 25 percent will be set aside for existing NYCHA residents. Proposals for both these projects are due September 30. A Developer can submit plans for one or both sites. Last month, the agency filed plans to bring 160 apartments to a different NYCHA site in Chelsea, also part of this same program.
